Updated FIRA flammability guide offers regulatory change support

The Furniture Industry Research Association (FIRA) has released a new edition of its flammability guide, Fire Safety of Furniture and Furnishings in the Home – A Guide to the UK Regulations – Revision 2 – Feb 2026

This latest edition captures the recent changes to the Furniture and Furnishings (Fire) (Safety) (Amendment) Regulations 2025, which came into force on 30th October 2025.

Widely regarded as "an essential resource for the industry", the updated guide offers strengthened, practical support designed to help manufacturers, importers, distributors and retailers navigate the revised requirements with confidence and maintain robust compliance across the supply chain, says FIRA: "These amendments represent the first step to modernise the UK’s fire safety framework by simplifying certain obligations, reducing unnecessary chemical exposure, and aligning regulatory expectations with how furniture is used in today’s homes. FIRA’s updated guide offers practical support to help businesses interpret and implement these changes with confidence."

Key updates include: baby products such as cots, prams, car seats and high chairs are no longer in scope due to their low fire risk, and these items now fall under GPSR requirements; mandatory swing tags have been removed, though permanent labels under the 1988 Regulations remain essential; products labelled correctly when first placed on the market may continue to be sold; and authorities now have 12 months (previously six) to bring forward legal proceedings for non-compliance.

Brian Ahern, chair of the Furniture Industry Research Association, comments: "As the research association representing the UK furniture industry, we are committed to equipping our members and the wider sector with the resources they need. This updated flammability guide provides clear, practical support to help businesses navigate the new requirements with confidence and continue to deliver the highest standards of consumer safety."

These amendments precede a broader reform programme launched in 2023 to modernise the UK’s fire safety regime for domestic upholstered furniture. A Government consultation seeking final views on the wider reforms is now under way.

The updated Flammability Guide is free for FIRA members to download here. An introductory offer is available for non‑members providing their contact details and agreeing to be contacted about FIRA membership to receive a free download (ends 7th May). Outside of this offer, the guide is available to non‑members via the FIRA bookshop for £80.
